Raised in Harstad in November 1941. In 1942 the department was subordinate to the Flakgruppenkommandeur Narvik (Navy Flak Detachment 706) at the Commander of the Narvik Sea Defenses. The department itself formed the Flak Untergruppenkommandeur Harstad:
